The new version of the computer system of Certificates of Origin Register.
Please be advised that on 27/04/2012 the production servers will implement a new computerized version of the Register of Certificates of Origin (1.5.0), which contains the amendments necessary for the proper operation of the system with a dynamically growing database and users. These amendments do not alter the operation of the existing system functionalities.
Details of changes to the version of PC Registry COR members were sent by email.

Launching cogeneration periodic exchange instruments PMEC - 2012, PMGM - 2012, PMMET - 2012
According to the implemention the provisions of the Energy Law section 3 Management Art.9m the Management Board of the Polish Power Exchange decided to launch cogeneration periodic exchange of instruments PMEC - 2012, PMGM - 2012, PMMET - 2012. The above-mentioned instruments were launched starting from 23rd March 2012.

In reference to your suggestion we have changed the schedule of activities in the Certificate of Origin Register that comes into force starting from 21 February 2011.
Changes concern the frequency of the certificate redemption.

16.06.2010 Cut in the transaction fee for the exchange services on the Property Rights Market
The Polish Power Exchange S.A. Management Board, acting on the grounds of § 100 subparagraph 2 of the Trading Regulations for the Exchange Commodity Market of the POLPX (Called "The POLPX Regulations" thereinafter), in connection with entrusting of the Warsaw Commodity Clearing House S.A with clearings of transactions entered into POLPX, has decided to decrease amount of the transaction fee by the right of the exchange service for Property Rights to the Certificates of Origin for electricity coming from other high-efficient combined heat and power sources, mentioned in the Power Law Act, determined in the Appendix to the POLPX Regulations, titled "The exchange fees and charges", for transactions, which will be entered into during the period from June the 23rd 2010 till December the 31st 2010. The cut will be as follows:
For the Property Rights to the Certificates of Origin for electricity coming from other high-efficient combined heat and power sources, mentioned in the Power Law Act.

The transaction fee concerning session transactions - being entered into in the fixed auction price system and the continuous trading system - 0,12 PLN / 1 MWh

The transaction fee concerning the OTC deals being cleared by the Exchange - 0,15 PLN / 1 MWh

21.06.2010 On the day of June the 21st 2010 POLPX introduces into trading a new instrument PMMET
We would like to inform you that from the day of June the 21st 2010 the Polish Power Exchange Joint Stock Company introduces into trading a new instrument PMMET for Property Rights to the certificates of origin for electricity coming from high efficient heat and power units fired with methane being liberated and sequestered during mine works in active, being under liquidation or liquidated hard coal mines or with gas gained from processing of biomass in the understanding of Article 2 paragraph 1 subparagraph 2 of the Act concerning liquid bio-components and biofuels.
On the day of June the 21st 2010 the Detailed rules of trading and settlement for CHP property rights to certificates of origin for electricity coming from high efficient combined heat and power units come into force. The so-far Trading Rules for Property Rights to Certificates of Origin for electricity coming from high efficient Combined Heat and Power Units becomes invalid.
- The new instrument - PMMET - will be started in the Certificate of Origin Register as well as in the Exchange quotation system.
- The new PMMET instrument will be available in the Register IT system and in the exchange IT system from the day of June the 21st 2010..
- The quotation schedule for the new instrument will be the same as for the other instruments on the Property Rights Market.
- The Certificates of Origin Register Regulations - current version is presented on the POLPX website on the Certificates of Origin Register bookmark,
- The Detailed rules of trading and settlement for CHP property rights to certificates of origin for electricity coming from high efficient combined heat and power units come into force on the day of June the 21st 2010 - the current version as well as specification of the new instrument has been presented on the POLPX website on the Regulations bookmark.

3.07.2009 Concerning the new regulations of the RCO
We would like to inform that the Management Board of Towarowa Giełda Energii S.A. has approved the new RCO Regulations for property right certificates confirming generation of electrical power in Renewable Sources of Energy and in high-efficiency Co-generation, replacing the two previously biding sets of regulations for certificates issued under certificates of origin for energy produced in Renewable Sources and Co-generation units.
The unified text of the new RCO Regulations can be found in the RCO tab. The Regulations shall be in force as of July 13th, 2009.
Note:
Further to changes in the new RCO Regulations, every entity (not being a member of the Power Exchange), applying for membership in the RCO Register, shall be obliged to sign an agreement with the Brokerage House.

We would like to inform you that from July 13th, 2009, (by resolution of the Management Board of TGE, dated May 6th, 2009) we are offering you a new IT system supporting the Register of Certificates of Origin, which allows trading of all the instruments to date within one Registry system. This means that the existing three registers (OZE, Kogen-A and Kogen-B) will from now on be serviced within one system, accessible from one address:

The logins and passwords to be used in the new Register system are the ones set for the register of OZE certificates. If you were only using "co-generation" registers or if your logins and passwords from the OZE register could not be migrated (for technical reasons), you have received new logins and access passwords.
Shall you have no login or password, please do contact the staff of the RCO.
The instruments in the new Register system correspond to the previous system of registers, as follows:
1. PMOZE - OZE Register
2. PMOZE_A - OZE Register, PMOZE_A trading line
3. PMGM - Kogen-A Regtister
4. PMEC - Kogen-B Register
Further to the above, starting from July 13th, 2009:
- You will only have one login and password giving access to the new RCO system
- Access to the "old" registers will be maintained and those "old" registers will play the role of archive of operations performed until July 13th, 2009- being the day of the new system implementation
- The base of Members and Users of the "old" registers will be migrated to the "new" register
- The balances of property right certificates (as of the last production day of the "old" registers) will be migrated to the "new" register and allocated to instruments corresponding to the "old" registers (i.e. OZE to PMOZE)
In order to launch the application of the new Register system, your computers must meet the following hardware and software requirements:
- PC, Pentium 6 or higher processor, 512 MB RAM
- Windows XP SP2 or Microsoft Windows Vista operating system
- Windows Installer 3.1 (download from www.microsoft.com)
- Microsoft NET Framework 3.5 SP1 (download from www.microsoft.com)

The schedules and deadlines of activities in the "new" Register are identical to the previously binding ones (up-to-date schedules can be found at www.tge.pl in the RCO tab).

7.04.2009 On implementation of a second property right certificate instrument to the certificates of origin for electrical power generated in renewable sources of energy.
Further to implementation, on March 1st, 2009 of the legislative act dated December 6th, 2008 on the excise tax, we would like to inform you that by decision of the Management Board of Towarowa Giełda Energii S.A. the following amendments are made to the Register of Certificates of Origin, in the area of certificates of origin confirming generation of electrical power in renewable energy sources and of the Property Right Certificates Market.
1. An additional instrument shall be established in the RCO - PMOZE_A. In consequence, there will be two instruments in use:
- PM OZE - related to certificates of origin for electrical power generated in renewable sources, produced starting from February 28th, 2009 inclusive
- PM OZE_A - related to certificates of origin for electrical power generated in renewable sources, produced starting from March 1st, 2009 inclusive
2. The new PMOZE_A instrument will be available in the IT system of the Register starting from April 15th, 2009
3. All members of the RCO, in both traded OZE instruments will use the same logins and passwords to the system
4. starting from April 20th, 2009 trading of certificates issued under OZE certificates of origin shall be based on two instruments: PMOZE and PMOZE_A.
The trading schedules will be the same for both those instruments.
Further to the introduction of a second instrument in trading, the following documents were amended:
1. Regulations of the RCO Register (up-to-date version available on the TGE website, in the RCO tab)
2. Terms of Trading for property right certificates issued under certificates of origin for electrical power generated in renewable energy sources. Amendments to this document shall become binding on April 20th, 2009.
